Job Overview:
Seeking an experienced MEP Billing Engineer who will be responsible for accurate and timely billing of Mechanical, Electrical, Plumbing (and Fire-fighting etc.) works in high-rise residential and commercial projects. The role involves quantity estimation, verification of site measurements, preparing bills and running accounts, reconciliation, contract interpretation, and coordination with project, procurement, and accounts teams.
Key Responsibilities:

Measurement & Quantity Estimation | - Take off quantities from GFC / shop drawings / as-built drawings.
- Verify site measurements / joint measurements with site engineers.
- Maintain measurement books or records (M-Book) and ensure
accuracy in measurement sheets.

| Bill Preparation & Certification | - Prepare Running Account (RA) bills, interim bills, subcontractor /
vendor bills, and final bills as per contract terms.
- Verify contractor / subcontractor bills: cross-check with site progress,
approved drawings, BOQ, and scope of work.
- Certify bills after appropriate verification and ensure
clients/consultants sign off.

| BOQ / Contract Review & Variations | - Review Bill of Quantities (BOQ) and contract documents.
- Identify and process change orders, extra / variation items, and claim
preparation.
- Ensure variation rates are justified and approved by stakeholders.

| Cost Tracking & Reconciliation | - Monitor material/service cost vs budget.
- Reconcile executed / billed quantities.
- Material reconciliation (issued vs installed vs returned / wasted).
- Track vendor / subcontractor payments vs bills certified.

| Contract & Commercial Compliance | - Ensure billing is in line with contract terms and conditions, scope,
payment schedules.
- Ensure compliance with statutory requirements, taxes, other
commercial compliances.
- Assist in audits or commercial reviews.

| Coordination & Reporting | - Coordinate with site execution teams, QS / estimating / procurement
/ accounts for information needed for billing.
- Attend billing / commercial meetings with client / consultant.
- Maintain logs / status reports of bills submitted, certified, payment
pending etc.
- Support cash-flow forecasting and project financial health.

| Documentation & Systems | - Maintain all billing documentation: measurement sheets, drawings,
change orders, approvals.
- Use ERP / billing software / tools for billing entries and tracking.
- Ensure records are audit-ready.

Required Skills & Competencies
- Bachelor’s degree (or Diploma) in Mechanical / Electrical / Civil Engineering or relevant discipline.
- 5-10 years’ experience in MEP billing / commercial roles, ideally with exposure in high-rise residential and/or commercial buildings.
- Good knowledge of BOQ, rate analysis, measurement techniques, site verification.
- Strong understanding of contracts, contract terms & conditions, particularly payment terms, variation clauses, certifications.
- Proficiency in MS Office tools (Excel especially), measurement tools. Familiarity with billing / ERP software (SAP / Oracle / in-house systems) is a plus.
- Ability to read and interpret drawings (GFC / shop / as-built).
- Strong attention to detail, high accuracy.
- Good communication & coordination skills (with site teams, clients, vendors, consultants).
- Time management & ability to meet deadlines under pressure.
- Analytical skills: cost tracking, reconciliation, forecasting.
Desired Experience & Qualifications
- Experience working on high-rise residential and/or large commercial projects.
- Exposure to multi-discipline MEP works: HVAC, Plumbing, Fire Fighting, Electrical etc.
- Experience in dealing with clients / consultants / subcontractors in billing certification.
- Familiarity with local building codes, tax / statutory billing regulations.
- Experience in vendor / subcontractor contracts: reviewing, approving invoices etc.
